4. Please observe the following protocols:
   1. Keep your line muted until called upon to speak. When you are done speaking, please mute your line again.
   2. All public in attendance by phone will be given an opportunity at the beginning of the meeting as provided on the agenda.
   3. When speaking, please identify yourself.
